Completeness would be about the same if providers did not get any DMCA takedown notices, but they do. A fills account would have prevented Mr. willko's issue from causing the problem in the first place.

Is there a way to tell NP to wait 15 minutes before retrying, on a per-connection basis? Let's say the server allows 4 connections, and some time after NP opens 4, one of them errors with 10054. If the remote end is still counting it as one of the 4 allowed, that will timeout in 15 minutes. Retry at...
