Apparently There is some sort of conflict between UE and WindowBlinds.
I have uninstalled Windowblinds and the issue disappears.

It seems the issue is back. and removing the API files did not resolve the issue this time.

Ok I figured out my own question after playing around.

Instead of purge I should have been looking for "Catch Up" then use "Compact and Free"

Unfortunately it didn't work either. there must have been a file table corruption that windows could not correct..

I ended up formating the drive an starting over.

Thankfully this drive is dedicated for Usenet explorer if it dies it wont take my system down.
