Bypass database storage, how does it work?

Hi, maybe I'm stupid here, but I thought that bypass database storage would mean that files are created and downloaded directly
to my download (save) folder (when I use Download & Save).
I've currently tried with Bypass database storage ON, OFF and with optimize and in all three cases
lots of files sit in the save queue long after the actual network traffic has died off.
Am I missing something, or have I just misunderstood the entire function?
