Help with a simple problem

In rebuilding usenet explorer after a computer rebuild I tried to set it up like my previous one. However I have set something in error. I set up my speed for pause to 200. When it is unpaused it goes to 100 and when paused to 200. I have left the bandwith blank for download and upload limits.

What am I missing?

maybe the scheduler is enabled and you set some bandwidth there edit menu->properties->scheduler, if so disable the scheduler. otherwise ensure edit menu->properties->tasks, bandwidth settings area no other bandwidth apart from the pause bandwidth is set.
