It's difficult to describe, but basically if I have more sections to download than the maximum bodies tasks, then each section only has one "running" download against it. However, if I have less the maximum bodies tasks to download each section has the maximum possible "running" downloads against it.
Is this the expected behaivour?

Yes, it is expected behaviour, it just tries to minimize disk accesses.
There is the "optimize" check box in edit menu->properties->save/unpack, save, saving attachments, save, to the right of "bypass database storage". If you uncheck "optimize", UE will normally finish one attachment before moving to the next.
