NPDL Manager 1.9.1 available

Changes include:

- Changed URL of help contents
- Updated email address on About screen
- Added home page link to About screen
- Changed code to allow for internationalization (sorry it took so long and thank you Andre C for testing!)
- Fixed issue where single quotes in path names would generate an error condition

I will upload the changes tonight at approximately 4:30 PM CST tonight.

Any non-US users please download this version and let me know if it fixes your errors with date formats. Program is now coded to use date format as specified on your machine and not MM/DD/YYYY

I take it the foriegn users have had no issues with this version?
