Using Scheduler to Limit Bandwith

Hey everybody! Brand new user checking in.
First of all, I'd like to thank Alex for an excellent program. I've only been using UE for about 3 days but that was enough time to convince me to cough up the registration fee. Full-time access to the index search service was worth the price alone.
Anyway, my problem is that I can't seem to get Scheduler to throttle bandwidth during a specified time period. Since, I've already successfully configured it to "suspend tasks" during this period, I figured that all I needed to do was uncheck the "suspend tasks" box and, instead, fill in my desired download limit of 200kb/sec. This doesn't work, though, and UE still downloads at maximum speed.
I can successfully throttle bandwidth using Properties>Tasks>Bandwidth but I'd much rather use the Scheduler to shape traffic to suit different times of day.
Anybody have any ideas? Am I overlooking some obscure setting somewhere?
