Limiting bandwidth per server

Is there a way to limit bandwidth on a per server basis rather? I would like to be able to cap speeds that my accounts run at i.e. 1 running at 100k D/L and 1 running at 300k D/L. Is this possible as at the moment, when I set the limit it affects the total connection speed rather than individual accounts.

there is no such option, if something is needed only for very few users it becomes increasily difficult to consider for addition since if to ignore increasing volume of code the number of unused for most users options would increase making the interface even more difficult to handle, the program is already highly specialized and detailed.

maybe it is possible through some third party banwidth limiter, i think there are such programs.
