Anyone know why??

Hey,
Can anyone answer this for me...have 5Mbps connection with my isp and get about 500kb/s out of d/l, but other day, was getting new headers and I was averaging 1.6Mbps for whole time, just did it again and same thing, 1.5-1.6Mbps while getting headers. So, if I am able to get that much bandwidth during those times, why not always??? 500kb/s has been standard since been on 5mbps contract, and I've looked around, seems pretty common to get those returns. But I've had a taste of the 1.6Mbps, and to quote Kirsten Dunst in that Vampire movie..."I WANT SOME MORE!!!!"...Any ideas???
