what does "suspend tasks"mean?

in newsgroup properties, "scheduler" I can select "suspend tasks".

But what does that mean or do?

when scheduler enters a non-active interval it can suspend tasks, but it also can leave them running.

if the option is unchecked you can use the scheduler bandwidth edit control to define different bandwidth when the scheduler is active.

So this means if it is unchecked it keeps on downloading when the scheduler is inactive?
And if it is checked, it stops downloading when the scheduler is inactive?
