multiple download limit strings?

Can the downlad limit string "exceding dowload limit (boolean wildmat match)" support 2 or more strings?
by default it is set to "download*limit" which worked on all the newsfeeds servers, but recently goliath-east has been giving a
"error 502 (username) Daily limit exceded x>y" instead (where x is the ammount transfered and y is the amount allowed) instead. goliath- west still stopes using the old string.
any ideas?
I don't really want to limit it by just the work limit, since some of the other error msgs include it in them, and I don't want them shut down for long periods of time.
