Compare the age of the posts with the retention of your servers. If you are downloading articles close to the end of the retention they may be appearing as 'No such article' to UE and it will take whatever course of action you have specified in the settings. 3Mb would be 384KB/s but minus the overhead would be slightly less than that. If it stops transfer altogether, your firewall must be blocking the connection.
